L’Assemblée nationale a déclaré recevable, deux projets de loi majeurs à savoir: le projet de loi portant la #ratification de l’accord de partenariat stratégique signé entre la République Démocratique du Congo et les États-Unis d’Amérique, ainsi que l’accord de paix signé entre la #RDC et #Rwanda.
C’était au cours de sa séance plénière de ce lundi 13/04/2026, présidée par le Président, l’Honorable #Aimé_BOJI_SANGARA.
Présenté par la ministre des Affaires étrangères, #Thérèse_Kayikwamba Wagner, l’accord RDC–États-Unis établit un partenariat stratégique dans des secteurs clés tels que les minéraux critiques, l’énergie, les infrastructures et la sécurité. Il prévoit un cadre de coopération structuré avec des mécanismes conjoints de suivi, tout en garantissant le respect de la souveraineté nationale.
Le second texte porte sur l’accord de paix conclu le 27 juin 2025 entre la RDC et le Rwanda. Il vise la cessation des hostilités, le respect de l’intégrité territoriale, le désengagement des forces et la mise en place d’un mécanisme conjoint de coordination sécuritaire, en vue d’une stabilité durable dans la région.
Au cours des débats, plusieurs députés ont insisté sur la nécessité de transparence, de vigilance parlementaire et du respect strict des engagements, notamment par la partie rwandaise. Une motion mettant fin au débat a été adoptée, permettant de passer au vote.
Les deux textes ont été approuvés à une large majorité de 346 voix pour, 7 contre et 2 abstentions sur 355 votants.
Par ailleurs, les députés ont également adopté la prorogation de l’état de siège dans l’Est du pays, afin de renforcer la protection des populations civiles.
En marge des matières législatives, le rapport sur la gestion financière de l’Assemblée nationale a été présenté à huis clos.
