#REGULATING BARBERING, HAIRDRESSING AND BEAUTY TREATMENT.
When the Ghana decides to regulate barbering, hairdressing and beauty treatment enterprises, the initiative could create over 1,000 permanent public sector jobs, especially through the establishment of regulatory body with its offices within all District Assemblies nationwide.
Assuming there are approximately 200,000 such enterprises, and applying an annual licensing fee of GHS 700 or more (depending on the size or risk category of the business), along with an annual renewal fee of GHS 300 or more, Government can generate a dedicated fund to support:
✅ Enforcement of health and safety protocols;
✅ Continuous inspection and compliance monitoring;
✅ Verification and approval of equipment and tools used; and
✅ Protection of public health against communicable and work-related diseases.
This approach is consistent with international best practices. Several countries already regulate the barbering, cosmetology and beauty therapy industry, including:
✅ United States; Barbering and cosmetology are licensed at state level through state Boards of Barbering and Cosmetology, which enforce sanitation, training and equipment standards.
✅ United Kingdom; Local authorities regulate health and safety in salons; many councils require licensing for premises offering barbering, hairdressing, tattooing or skin-penetration beauty treatments.
✅ Canada Provinces such as Ontario and British Columbia regulate barbers and hairstylists through sector-specific authorities and enforce public-health standards.
✅ South Africa; The National Bargaining Council for Hairdressing, Cosmetology and Beauty oversees compliance, while municipalities regulate hygiene and occupational health standards.
✅ Australia – States such as Queensland and Victoria require personal-appearance services including hairdressing and barbering to be licensed by local councils with strict infection-control guidelines.
These examples demonstrate that establishing a regulatory and licensing framework for Ghana’s barbering, hairdressing and beauty industry would align with global norms and enhance public health, professionalism and job creation. The regulatory body won’t impose any financial charge on the consolidated fund and will in the medium term grow to be one of the biggest state agency in Ghana.
