It is an outpost in a region where democracy has had little history, and where prospects are not guaranteed, should Russia and China perceive major democratic states as strategic antagonists to their ambitions and its Political elite continued a path of allowing corruption to flourish, with a non alignment to rule of law, and a lack of independent oversight. The next election is critical.

#research24 Powerful business interests have some influence over selection of political candidates and have supported them through a nontransparent party-finance system. Proposals for a new party finance system have been brought forward for several years but have met resistance in Parliament.
I thought MPP were elected party. I can think of no good reason why any of what you call "Faction'" would NOT be interested in IA and $2bn. The only reasons can be nefarious.
