Shocking negligence in railway safety!
The Commissioner of Railway Safety (CRS)/Northern Circle has again failed public trust:
i) Cleared two Kashmir rail sections without mandatory load-deflection tests on critical bridges.
ii) Now, before even starting the inspection of the Anji cable-stayed bridge (where the load-deflection test hasn't yet been carried out) he claims it’s built with the "highest quality" standards.
This shows either incompetence or disregard for safety protocols. The Rules explicitly mandate load-deflection tests for all new bridges—except for replicas of existing ones tested earlier. Yet, this critical safety measure is ignored.
Even after two letters to the Railway Minister and Chief Commissioner of Railway Safety, there’s no accountability.
Public safety on Indian Railways is being compromised. These are indeed dark days.

Respected Minister of Railways
Sir,
What desperation drives the Railway Board to gamble with public safety on the Kashmir Line?
Did the Commissioner of Railway Safety/Northern Circle collude with Railway Engineers to certify the much-hyped mega-arch bridge over Chenab without the mandatory load-deflection tests?
The Railway Board and the CRS actions are a serious violation of the rules prescribed by the Government of India that regulate the inspection of a new line by the CRS before their opening for the public carriage of passengers.
I have written two letters to the Minister of Railways on 14 August and 13 September 2024. I understand that recently, a legal notice was also sent to you, as this safety certification is also in violation of the assurance that the full Railway Board gave in 2015 to Delhi High Court on a sworn affidavit in a PIL case that the line shall be opened after a thorough and independent inspection of the line by the CRS.
I have received no reply, but I trust and hope that you have taken necessary actions to safeguard public safety and ensure that all necessary load-deflection tests are conducted now fairly, impartially, and responsibly. ..1/3

Sir, Can you entrust the Commissioner of Railway Safety and the Railway engineers who were either so incompetent or so irresponsible as to clear the mega arch bridge on Chenab Bridge without the load test to now properly and honestly conduct these tests on the critical bridges after they were caught in the act by me?
I suggest that you change the CRS and appoint a panel of experts to examine the test schemes and supervise the performance of the tests on the Chenab, Anji and other bridges.

A tale of two CRS reports:
One reveals the passenger safety risks, the other conceals
The Pamban Rail Bridge and the Kashmir Rail Link
The recent report by the Commissioner of Railway Safety, Southern Circle on the new Pamban Rail Bridge reveals the safety risks by examining the lapses in the planning, design, construction and post-construction inspection phases to make an assessment of the safety risks and imposes a speed restriction and prescribes other steps that the Railway should take to ensure passenger safety.
In contrast, the report earlier this year on the Mega Arch Chenab Rail Bridge by CRS/Northern Circle conceals the safety risks by not carrying out the mandatory, all-important load-deflection tests on the bridge. This despite the fact that the lapses in the planning, survey, design and construction of this bridge have been extensively deliberated upon by the CAG, the PAC and the first and the second expert committees in their reports.
Further, Delhi High Court had concluded that the Railway Board had scuttled a proper examination of the safety and other risks on this bridge and the Kashmir line in 2009-10.
Furthermore, Railway Board has assured the HC on sworn affidavit in 2016 that the line shall be opened only after a thorough examination by the safety and security risks by the CRS, who is an independent statutory authority.
Yet, CRS/Northern Circle failed to carry out a proper safety inspection and approved running of passenger trains without the essential load-deflection test which is a proven, reliable and mandatory method to assess the correctness of design and the quality of construction of such critical, very large bridges.
I revealed these lapses in my two detailed letters to you in August & September earlier this year before the line could be opened to the public carriage of passengers (Please read my post in the link below).
