We are encouraged that #SB915 will not move forward, thereby preserving AVs' safety and accessibility opportunities for millions of Californians

The DMV and the CPUC are the only entities that regulate robotaxis in California... and it looks like it's going to stay that way for now. #SB915

🚨#SB915 won't become law this year, reports @lara_korte. Thank you to the #CALeg and the broader coalition for voicing concerns. AVs offer tremendous benefits to California, and the current regulatory structure works.

"It’s not accessible transportation if their homes, jobs, schools, or other destinations are located in cities that haven’t or won’t authorize AVs."
@NFB_voice's Tim Elder and AVIA's @JeffFarrah explained why CA lawmakers should REJECT #SB915

@ProgressChamber @GavinNewsom He should also block regressive bills like #SB915 & #AB3061 that could damage Autonomous SharedMobility adoption and large scale deployments, Transport Equality and the potential Health, Mental Health & environmental benefits from RoboTaxi deployments.

Another view of how #SB915 is a backdoor ban for AVs in California.
A patchwork of local ordinances will prevent AVs from traveling city-to-city. Even if a city authorizes ops, other neighboring cities may create burdensome regulations, blocking accessibility for all nearby.

The bill is equivalent to needing a different driver’s license for different cities – 15 of the largest + 86 additional. If a city passes a local ordinance harming AVs, that prevents access to all other Californians in the area
How #SB915 hurts AV access for San Jose residents⬇️

#SB915 slams the brakes on AVs, hurting accessibility for 44% of Californians.

Take a look at how SB915 hurts AV access for LA residents ⬇️🧵

Big day for #SB915! As reported by @politicoca, it’s up in the #CALeg Assembly Transportation Committee, facing significant changes to prevent cities from turning AVs into taxis.

We are disappointed that #SB915 was approved by the #CALeg Senate. If the bill becomes law, it will allow the largest cities, and any bordering cities, to set arbitrary rules limiting AVs as a reliable transportation option for Californians. The state already effectively regulates AVs, just like they do for other vehicles. We need policies that promote AVs because they improve road safety.
#SB915 would hurt the 797,300 blind Californians who can’t get a license
@NFB_voice's Tim Elder & AVIA CEO @JeffFarrah explain the bill's harmful impacts on equity in CA.

The first version of #SB915 literally allowed every city and county in California to ban AVs.
The current version of the bill allows every city and county to implement arbitrary rules for AVs including capping the number of AVs and restricting when they can operate in their jurisdictions.
It's a ban through other means.
SB 915 does not allow for AV bans. It provides for reasonable regulation, something self-described "progressive" Chamber of Progress is totally against.
.@mattyglesias calls out #SB915 as an insidious effort to ban autonomous vehicles in California:
“More insidiously, there is an effort afoot in California to establish local control over driverless car regulation. As we know from the housing landscape, the principle of localism is a good way to block stuff without explicitly saying you want to block stuff."

Self-driving cars have become underhyped, with Waymo operating an actual functioning taxi service most people don’t seem to know exists that is expanding into two new significant markets.

If #SB915 is adopted in California, this is what taking an autonomous vehicle trip will look like.
That's because the bill allows local governments to implement their own rules for AVs which will result in AVs being unavailable in many parts of the state.

Important rewatch ahead of today's #SB915 hearing
SB915 would allow cities to effectively ban AVs, creating serious equity and accessibility problems for Californians
CA lawmakers in yesterday's autonomous vehicle hearing had major concerns about SB915, a bill enabling municipalities to ban and tax AVs.
As one senator said, the bill creates a "political checkerboard" for AVs, undermining an innovation that will improve road safety. Listen in:
“The reason for AVs is to increase the number of transit opportunities, increase the number of deliveries that can be made, whether you’re elderly or whether you have other kinds of issues, increase your options in terms of being able to go,” said @chambermv's Peter Katz. #SB915
Autonomous vehicles have largely been regulated by the state, but a proposed law would allow cities in California to implement their own local rules. Mountain View's local AV companies have come out in opposition.

A recap of today's #SB915 hearing ⬇️
By requiring every single local government in the state to pass an AV ordinance, SB 915 would halt AVs’ progress in California and harm those seeking new mobility opportunities.
#SB915 illustrates why policymaking is about knowing not just which tool is right for the job, but which expert should do it.
If you already have two expert electricians rewiring your house, you're not going to call 500+ laymen and invite them to help.
