8 Years Probation and 700 Million: Ex-#SBU Official #Shylo Admits Embezzlement at #Ukrzaliznytsia and Agrees to Expose Co-Organizers
On October 13, 2026, the High Anti-Corruption Court (#HACC) sentenced Artem #Shylo, a former senior #SBU official and former advisor to the Office of the President, to 8 years of imprisonment, releasing him from serving the sentence with a three-year probation period. He admitted to organizing embezzlement schemes at #Ukrzaliznytsia (Ukrainian Railways) and laundering 461.88 million UAH, agreed to pay nearly 700 million UAH in penalties, and provided testimony against other corruption scheme participants, reports #BIHUS Info.
Under HACC ruling No. 140553986 (case No. 991/12125/26), Shylo must pay a 204 million UAH fine, 60 million UAH in compensation to Ukrzaliznytsia, 80 million UAH to the "Come Back Alive" foundation, and 325.78 million UAH in special confiscation. Additionally, three apartments measuring 388.1 m² with a value of 30.25 million UAH will be confiscated. In total, penalties amount to 700.03 million UAH, plus 218.9 thousand UAH in court expenses. The funds are scheduled for collection within 12–18 months, with Shylo pledging to secure a portion of payments through third parties and his employer, Intero LLC.
Shylo's corruption back-office controlled procurement and payments at Ukrzaliznytsia. The case involves cable contracts worth 97.44 million and 44.16 million UAH, as well as a transformer scheme totaling 95.1 million UAH. The supplier was LLC "Uzelektro" (EDRPOU 44303163), controlled, according to NABU, by a Belarusian citizen. Equipment was purchased in Uzbekistan via a Bulgarian intermediary and resold at nearly double the price. Shylo orchestrated an official SBU letter alleging threats to national security to eliminate a cheaper competitor, receiving $50,000 for his role.
The laundering of 461.88 million UAH occurred through elite real estate, nominal owners, individual entrepreneurs (FOPs), and foreign assets. Evidence includes a 444.6 m² Kyiv penthouse worth 38.95 million UAH, commercial real estate valued at 46.58 million UAH, transactions via FOPs totaling 17.93 million UAH, and apartments and a hotel room in Dubai. A total of $5.8 million passed through the grain business "Sibkor"/"Hranova," including $1.86 million for 223 containers, $400,000 for JCB equipment, and $3 million for grain. From this episode, $2.9 million will be confiscated.
The most sensitive portion of the verdict remains classified. Under joined proceedings No. 52025000000000084 and No. 52025000000000074, Shylo fulfilled the condition to expose another organizer. Within two months of the verdict taking legal effect, he is obligated to notify NABU of an additional corruption crime. Plea agreements were previously signed by Oleksandr Liskovatskyi and SBU officer Oleksandr Kovaliuk, while Kostiantyn Melnyk indicated readiness to cooperate. Related materials are also being examined under case No. 991/10186/26. The names of individuals against whom Shylo is testifying are hidden in the classified section of the verdict.

Deferment for Cash and Scrap Metal Bribes: What Was Found on the Phone of the #SBU Construction #Department Head
In the phone of Artem #Makarenko, former acting director of the state-owned #SBU construction department, #SBI investigators discovered messages regarding the fictitious employment of three men to secure military deferments. According to the investigation, the enrollments occurred in exchange for money, after which the enterprise submitted employee lists to the #TCK. The correspondence was uncovered during a bribe investigation into selling state scrap metal, reports #Absolution.
The case involves #SE "Specialized Construction Department of the #SBU" (#EDRPOU 20003226), wholly owned by the SBU. Makarenko took charge in January 2025, and since March 2026, the enterprise has been undergoing reorganization.
Under criminal proceeding No. 42026000000000670, the #SBI is investigating the sale of scrap metal following building demolitions near the Dnipro River. Investigators allege the chief mechanic and Makarenko conspired with a representative of "#Fishtorh" to underreport metal weight and pocket the cash difference. On July 9, 2026, both were arrested under Part 3, Art. 368 of the #Criminal #Code. Pechersk #District #Court set bail at 183,040 UAH each, which both posted.
Analyzing #Makarenko's phone revealed court-documented messages with three men regarding formal employment for payment to secure #TCK deferments. The SBU special enterprise has a history of questionable deals: in 2021, https://t.co/9VtAQ16oF1 highlighted 81.2M UAH in state contracts with repeated line items in estimates, and back in 2019, prosecutors investigated budget siphoning.
In 2025, the enterprise reported 25M UAH in revenue and a 990,000 UAH loss. Against the backdrop of liquidation and scrap metal sales, investigators found proof of paid military deferments on the chairman's phone.
