Report:
The Japanese #Mainichi Shimbun (progressive stance) is on my desk from yesterday.
This analysis summarizes its February 26, 2026 news dispatch titled "#Nuclear Subs, #SLBMs, and Anti-Satellite Weapons: The Ambitions of #NorthKorea’s '5-Year Plan'" following #KimJongUn’s 9th Korean Workers Party Congress in Pyongyang and a large military parade.
Title: (原潜、水中発射ICBM、衛星攻撃兵器 北朝鮮「5カ年計画」の野心) against the current U.S. policy shift.
The Strategic Disconnect
The Mainichi report details that North Korea is nearing completion of its 2021–2026 #military modernization plan.
Key advancements include nuclear-powered #submarines (原潜) and submarine-launched ballistic missiles (SLBMs), which provide a "second-strike" capability that is difficult to track.
It also highlights anti-satellite weapons (衛星攻撃兵器) that could paralyze the #GPS and communication networks upon which U.S. and #Japanese defense systems rely.
This technical reality contrasts sharply with the Trump administration’s recent National Security Strategy (#NSS), which omits North Korea as a primary threat.
While the White House prioritizes economic competition and internal policy, the Mainichi analysis suggests North Korea has utilized this "strategic silence" to become a mature nuclear state. For South Korea and Japan, this omission signals a potential erosion of the U.S. "nuclear umbrella," fueling regional anxiety and discussions regarding independent defense capabilities.
In Inauguration Day 2017, outgoing President Obama warned that North Korea would be the greatest foreign policy challenge. However, current U.S. policy appears to be pivoting toward "de facto" acceptance or indifference.
The Mainichi underscores that if the U.S. continues to downplay these threats, Japan faces a significant "capability gap."
The major daily’s subtext suggests that while Washington is looking inward, the physical threat by DPRK to Tokyo and Seoul has reached an unprecedented technological peak with abandonment of the CVID (Complete, Verifiable and Irreversible Denuclearization) longstanding bipartisan policy.

The #missile has been in its testing phase since 2010. Earlier, it was fired from underwater #pontoons, but this is the first time the K-4 has been fired from a #submarine. INS Arighaat, the second submarine from the #Arihant- class, can carry four K-4 #SLBMS.
Equipped with 4 missile launch tubes, #INSArighaat can carry 4 K-4 SLBMs (3,500 km range) or 12 K-15 #SLBMs (750 km range). This strengthens India's second-strike nuclear capability and strategic deterrence against its eastern neighbor.

#India commissions its second nuclear-powered ballistic missile submarine (SSBN). Powered by an 82.5 MW pressurized light water reactor, #INSArighat is armed with 12 K-15 #SLBMs. A third #SSBN with the longer-range K-4 SLBMs is nearing completion.
The timing of the sanction-free nuclear power for submarines announcement is critical as #Canada, #Poland, and the #Philippines are all seeking submarines. #HanwhaOcean and #HDHyundai are already capable of building powerful submarines with #SLBMs—they just need nuclear power.

#Mutually #Assured #Destruction is well-known concept for analysing parity, stabilisation when discussing strategic nuclear weapons such as #ICBMs/#SLBMs. Focus on strategic nuclear weapons parity ignoring tactical nuclear weapons imbalance may have devastating consequences /8

Due to the military tension btw #Ukraine & #Russia, China’s #CV16Liaoning aircraft carrier is active in #SouthChinaSea, and the US rarely sends an unmanned aerial vehicle to monitor East Asia. Any miscalculation will trigger a war.
