As reported, they have trimmed RBA from 10% to 7% and hacked EWS from 10% to a helpless 3%, then conveniently inflated Open Merit as if it were some benevolent favour to the perpetually suffering Unreserved lot. In plain terms, take from the hills and the poor hand it to the valleys and sanctify the whole act as “BALANCE.” This isn’t reform but linguistic gymnastics staging a heist.
