One of the clauses establishes the audit committee and its membership. #ShadowBillZW
The document provides for the Ministerโs right of access to records of a local authority. This is in line with the ministerโs power of supervision over local authorities. #ShadowBillZW
The document also provides information on how a local authority may rescind, vary or amend a resolution. #ShadowBillZW
The minutes should be available for inspection and or for sale at an affordable price. #ShadowBillZW
Part of the bill requires that the minutes of the proceedings of local authorities should be in English but that they should be summarised in a local language. #ShadowBillZW

Above all, we want lobby and submit the shadow Bill to the Minister. #ShadowBillZW
The actual piece of legislation is still to be drafted and introduced in Parliament. So there is still a window of opportunity to influence its content. #ShadowBillZW
