I heard about the report from @Available2All and thought it might be another attack on accelerated programs like G&T and Specialized High Schools, which incidentially are open to all and uses a race-blind test to admit students. #SHSAT
Instead, the report rightly identifies the real culprit of "the most segregated school system": geographic zoned schools. NYC has 1,000 public elementary schools and nearly all admit based on where you live. Lines for school zoning have been in place "forever", unless enrollment drops/overcrowding necessitates rezoning for school closures/mergers or new school openings. While NYC is dense, busy parents hauling 5yos and siblings want convenience, which is often the closest school to home. It's tough not to give priority based on proximity.
So what's the answer? I think reviewing zoning every 10yrs as population, residential development and transportation options change is a start. Provide more non-zoned options for special programming -- G&T, music and arts, dual language -- these will attract families to commute for what they want. And of course, give more school choice like charter schools, that have been free from exclusionary zones.
