Our chair Debra Wherrett introduced a wonderful flag metaphor for the #SigningParliament - @jeffmcw now asks "where is the wind to make that flag fly?" #DemocraticDeaficit

Groups at #DemocraticDeaficit this afternoon have been tasked with identifying & prioritising actions to ensure the best possible engagement of the signing community with local authorities, @ScotParl and @UKParliament. #SigningParliament

Lots of good ideas on establishing an elected #SigningParliament - provide political training, learn from eg @ScotParl on the election process, include rural #Deaf (online platforms, local hustings?) & provide a clear job description for signing MPs (SMPs?). #DemocraticDeaficit

The idea of 'directness' keeps coming up. The #DemocraticDeaficit is so often due to deaf people lacking direct access to democracy and democratic processes #SigningParliament

Having clearly identified the problem, @bjfletcher is now showing his solution. A website where BSL users can sign a message to their MP in BSL, in the same way a hearing person could write a message in English #SigningParliament #DemocraticDeaficit

Another option for the potential composition of a #SigningParliament is a combined model: some elected members and some chosen at random (like jury service), and the option to select / call upon people with certain skills and expertise (eg to give evidence). #DemocraticDeaficit

Lively debate at #DemocraticDeaficit about whether hearing people who can sign (eg interpreters or #CODAs - Children Of #Deaf Adults) would / should qualify as members of a #SigningParliament. Which is more important - signing ability or #Deafhood / Deaf lived experience? Views?

Now #DemocraticDeaficit delegates have been split into groups to discuss the merits of 3 potential models for a #SigningParliament: 1) elected (like @ScotParl?) 2) selected (like #BSLNAG) or 3) a randomly-generated group (like a #CitizensAssembly). Or something else?

We’re discussing merits & functions of developing a #SigningParliament to move Scotland beyond its #DemocraticDeaficit #DemDeaficit. Do we need a new institution by/for #BSL citizens? Below @grahamhturner outlines potential functions of such institution @scotinsight #demopart

@JessicaGeeky @mdemeulder @JohanHjulstad Infrastructure plus the WILL to actually implement and the procedural ability, in practice, to MAKE legislative promises stick. Another #DemocraticDeaficit reason, perhaps, for the community to take a formal role scrutinising implementation eg through a #SigningParliament.

Also @bjfletcher moved the room almost to tears by pointing out to us that the sense of #SignSolidarity among those present was reminiscent of nothing so much as the Deaf Clubs of old. This community still exists: a #SigningParliament would add resilience. 💪#DemocraticDeaficit

Ben Fletcher (@bjfletcher) signs in favour of a #SigningParliament, or at least an opportunity for #DemocraticDeaficit participants to meet regularly to continue the hugely informative & inspiring discussions today about improving political representation of the #Deaf community.

All this enthusiastic talk of a #SigningParliament has made me wonder about the possibility of a #DeafEmbassy. With perhaps a political dept to lobby govt, an economic dept to support #Deaf business & a culture + education dept to promote #BSL lang & culture? #DemocraticDeaficit
