Watch this video from my previous Submission 66 on #TaxTheGas on how I would fix it with @DavidShoebridge 💚👨🏼⚖️⚖️ (filmed at Royal Melbourne Hospital): it shows why resource profits should fund hospitals and services instead of being shifted offshore.
Taxing the 1% and gas giants only works if several supporting changes happen at the same time:
• Raise the tax-free threshold from $18,200 to $45,000 so lower and middle earners keep more of their wages.
• Increase withholding tax rates: 20% on profits transferred to treaty countries and 30% on interest income paid to all countries.
• Introduce an operating profit ratio test to strengthen transfer pricing rules so profits reported in Australia better match actual economic activity here.
These steps are meant to reduce capital flight, keep profits generated in Australia taxed in Australia, and restore integrity to the corporate tax system.
Pair that with #PearlThePeoplesPiggyBank (royalty on sales plus company tax so taxpayers share the upside with zero downside risk) and a national Infrastructure/Institutional Bank to fund energy and industrial projects, support reliable domestically controlled energy systems, cut reliance on external supply chains, and strengthen national energy security.

🐽🚨 #SNOUTTHECON: FOLLOW THE MONEY - WHY DOES THIS $238K GOVERNMENT ROLE REQUIRE DATA-CENTRE EXPERIENCE?
This role landed in my inbox and given my background across engineering, digital transformation, major technology programs and infrastructure, one mandatory requirement immediately jumped out at me.
The Victorian Department of Transport and Planning is recruiting an ongoing Principal Project Manager (VPS 7) for Victoria’s Digital Train Radio System (DTRS), paying $175,731–$238,997 a year.
Buried in the mandatory requirements:
“Extensive demonstrable experience with Digital Train Radio Systems and Data Centres.”
The official Victorian Government advertisement goes further: technical understanding of Digital Train Radio Systems and Data Centre systems is essential.
As someone who has worked across major technology and infrastructure programs, that wording got my attention.
Because when data-centre expertise is mandatory for a senior taxpayer-funded infrastructure role, I want to understand what infrastructure sits behind that requirement, what is being procured, who is delivering it and what the public is ultimately paying for.
And we're not talking about insignificant public expenditure.
The Victorian Government previously told Parliament it was providing $213.7 million to support the continued operation of DTRS and development of its next generation, following $200 million provided in the 2022–23 State Budget to replace ageing DTRS equipment.
These figures relate to different funding announcements and should not simply be added together.
So, #SnoutTheCon 🐷👷🏻♀️👩🏻⚕️👩🏻🌾has some questions: 🐽
1. What data-centre infrastructure is being built, upgraded, leased or procured for Victoria's Digital Train Radio System?
2. Where is it located or proposed to be located?
3. Who will own and operate it?
4. Which private companies, contractors and consultants are involved?
5. What are the capital and ongoing operating costs?
6. How much of the next-generation DTRS investment relates specifically to data-centre infrastructure?
7. What procurement, environmental, energy and governance arrangements apply?
8. And where can Victorian taxpayers see all of this clearly laid out?
To be clear: this advertisement does not establish a connection to the proposed Victorian AI Hub at Plumpton, and I'm not claiming that it does.
The bigger issue is the expanding role of data-centre infrastructure throughout essential public services and whether transparency and public oversight are keeping pace.
Victoria unquestionably needs safe, resilient train communications.
But if taxpayer money is funding increasingly complex digital and data-centre infrastructure behind those services, Victorians should be able to understand what is being built, why it's required, who is being paid to deliver it and what the total public cost will be.
A job advertisement shouldn't be where the public first starts asking these questions.
Follow the contracts.
Follow the infrastructure.
Follow the money. 🐽

Melbourne Water exists to serve the public interest not to become another opportunity for consultants to erode out public-sector capability, shift knowledge outside government and normalise the outsourcing of functions that should remain accountable to the community.
When EY is sitting across the table, these questions matter to me personally. I’ve worked inside EY and across the water, energy, health and tax sectors. I’ve seen how deeply major consultancies can become embedded in the machinery of government and critical infrastructure.

2. How much public money is flowing to consultants?
