Karnataka Subcategorisation and the impact of Roster.
In order to explain every one the impact of roster, I have taken a simple example.
Wherein there are 200 sanctioned posts in a university.
Now if you consider university as a unit,
Total SC seats available would be 30 seats
Total ST seats available would be 15 seats
Total OBC - 54
Total EWS- 20
Total UR- 81
So clearly the UR seats are getting restricted.
Now on this if we apply subcategorisation, let us take three groups SC-A,SC-B,SC-C each of 5%
Each group within SC will get
SC-A-10
SC-B-10
SC-C- 10 seats each
So thats a equitable distribution.
Now in case you reduce the roster and consider the unit as every department which is shown in the graphic than the impact would be much bleak.
Department A has 0 seats
Department B has 1 seat which will go to SC-A
Department C has 3 seats which will go SC-A: 1, SC-B: 1, SC-C: 1
Department D has 0 seats
Department E and I has 7 seats which will be SC-A: 3, SC-B: 2, SC-C: 2
Department G and H has 3 seats which will be SC-A:1, SC-B: 1, SC-C: 1
Now with this, we have the outcome has follows
SC-A: 11, SC-B: 7, SC-C: 7
Net on Net there is a loss of 5 seats overall and again there is only one seat gain for SC-A, but loss for other two groups is much higher.
Again you can see the real gainer in the fragmented unit is upper castes , they get UR-99 seats over 81 seats in the earlier model.
Department has a unit will always benefit the unreserved and should not be encouraged anywhere in India with or without subcategorisation.
However, what I propose is rosters has a real impact on the way subcategorisation work and it should be ensured that further complications are not created and what Karnataka government through @SWDGoK and @CMahadevappa ji is correct and this is the only solution.
