Discours de Mahmoud Ali Youssouf : Construire une Afrique Unie et Prospère
Introduction
Le 15 février 2025 marque une période cruciale pour l'Union Africaine. Mahmoud Ali Youssouf, diplomate depuis plus de 30 ans et ministre des Affaires étrangères de Djibouti, se présente comme un leader prêt à relever les défis du continent. Il met en avant son expérience dans la coopération internationale et ses efforts constants pour défendre les intérêts de l'Afrique.
Vision
Une Afrique intégrée, paisible et prospère.
Transformer les défis en opportunités pour écrire un nouveau chapitre de l'histoire africaine.
Priorités Stratégiques
1. Paix et Sécurité
Renforcer le Conseil de paix et de sécurité et veiller à la mise en œuvre de ses décisions.
Améliorer le mécanisme d’alerte précoce.
Rendre les forces régionales opérationnelles.
Objectif : Faire taire les armes d'ici 2030 et bâtir une sécurité durable.
2. Gouvernance et Démocratie
Faire de la gouvernance démocratique la norme en Afrique grâce à des institutions inclusives et transparentes.
Renforcer le mécanisme africain d’évaluation par les pairs.
Encourager une participation citoyenne active.
3. Intégration Économique
Accélérer la mise en œuvre de la ZLECAf (Zone de libre-échange continentale africaine).
Développer les infrastructures transfrontalières.
Stimuler le commerce intra-africain et promouvoir l’économie numérique, les énergies renouvelables, et des projets majeurs comme le réseau ferroviaire transcontinental.
4. Santé et Éducation
Promouvoir une couverture santé universelle.
Renforcer le CDC Afrique pour lutter contre les crises sanitaires et développer la recherche médicale.
Lancer des initiatives éducatives comme le programme Erasmus africain pour préparer la jeunesse aux défis futurs.
5. Climat et Environnement
Proposer un Fonds vert africain pour financer la transition énergétique.
Soutenir des projets tels que la Grande Muraille Verte.
Développer un marché africain du carbone tout en protégeant les écosystèmes et la biodiversité.
6. Jeunesse et Femmes
Déclarer la décennie 2025-2035 comme une décennie de la jeunesse.
Mettre l’accent sur l'éducation, la formation professionnelle et l'accès au marché du travail.
Soutenir les femmes avec des initiatives concrètes comme des fonds pour entrepreneuses, des quotas en entreprise et des mesures contre les violences basées sur le genre.
7. Diaspora
Renforcer le rôle de la diaspora, reconnue comme la 6e région de l’Afrique.
Créer un passeport spécial diaspora et organiser des forums annuels pour renforcer les liens.
8. Agriculture et Alimentation
Moderniser les infrastructures agricoles.
Promouvoir l'innovation agricole et la transformation locale des ressources.
9. Industrie et Innovation
Favoriser une industrialisation verte avec des clusters régionaux et le label "Made in Africa".
Soutenir l’innovation technologique et les start-ups.
10. Culture et Patrimoine
Protéger les langues africaines, soutenir les artistes et lancer un musée virtuel des trésors culturels africains.
11. Nouvelles Technologies
Créer des hubs technologiques.
Rendre Internet accessible partout sur le continent.
Encourager l'innovation à travers le financement de start-ups.
Conclusion
Mahmoud Ali Youssouf conclut en affirmant qu’"l’Afrique a tout pour réussir", mais que cela nécessite un leadership fort, expérimenté et dynamique. Il appelle à l’unité et à l’action pour bâtir une Afrique prospère.
