FIFA statement following the opinion issued by the Advocate General of the Court of Justice of the European Union on the FIFA Football Agent Regulations (FFAR):
FIFA welcomes the opinion issued today by the Advocate General of the Court of Justice of the European Union in relation to the FIFA Football Agent Regulations (FFAR).
In line with today’s opinion, FIFA believes that the FFAR, which are the result of a long and inclusive consultation process, are fully justified and provide a transparent, reasonable and proportionate framework to help resolve systemic failures in the player transfer system and protect the stability of squads and the integrity of football competitions.
FIFA is confident that the Court of Justice of the European Union will follow the key findings of today’s opinion.
Having achieved substantial progress in this strategically important area since 2017, FIFA remains committed to modernising football’s regulatory framework and increasing transparency, integrity and fairness within the transfer system.

There will now be a 'global dialogue' between stakeholders.
NB the only way to ensure that the resulting #TransferSystem (or else) is on a relatively secure footing #EULaw-wise would be to reach a CBA.
FIFA will open a global dialogue on the transfer system, involving key stakeholders, to adapt article 17 of the Regulations on the Status and Transfer of Players (RSTP).
This announcement follows on from the decision of the Court of Justice of the European Union on the Diarra case and is in line with FIFA’s strategic objective to further improve the transfer system.
