Can #Russia become involved in the “Trump Route” project? Maria Zakharova has stated that Russia will consider the possibility of joining the “#TrumpRoute for international peace and prosperity” project, which is planned to be implemented on the territory of #Armenia: “We confirm our readiness to examine possible options for participation, including taking into account the unique experience of Russian Railways.”
According to her, “first of all, it is probably worth becoming thoroughly familiar with all the details of the implementation and operation of this initiative. As we understand it, the development is only at an initial stage.” Russia has proposed to Armenia holding consultations.
I believe Russia want to participate in the “Trump Route,” given that Armenia’s railway system is under the concessionary management of the company South Caucasus Railway. However, the Russians currently manage only the existing railway network. Russia cannot take over the management of railway sections that are yet to be newly constructed. Under the Armenian–Russian agreement, the Russian company manages only those railway sections that existed at the time the agreement was signed.
The sections subject to restoration are Kars–Gyumri, Yerasakh–Nakhijevan, and Ijevan–Gazakh, where railways existed in the past but are now inoperable and dismantled. The 42-kilometer railway section in the Meghri area must be fully restored. I believe the Armenian side will decide to restore these sections using its own resources if Putin rejects Pashinyan’s proposal and refuses to fulfill his contractual obligations.
Therefore, from a purely technical standpoint, I rule out Russia’s involvement in the “Trump Route” project. The Armenian leadership has also stated that it is not negotiating with Russia regarding the “Trump Route.” I think it would be useful for Russia to reflect on why it was excluded from the unblocking initiative in the South Caucasus.
According to my information, after the 44-day war, Armenian Prime Minister Pashinyan proposed to Putin to implement the unblocking process with Russia’s participation, provided that Armenia’s sovereignty would be respected. However, Putin did not accept Armenia’s proposal. Russia insisted that the FSB should carry out security and other forms of control. Armenia, however, saw serious security risks in this and refused to relinquish its sovereign rights over its own territory.
Armenia is implementing this communications megaproject with the United States because the American side has respected Armenia’s sovereignty not only rhetorically but also in practice. This made the “Trump Route” project possible. Russia is losing ground in the South Caucasus due to its imperial posture. It refuses to accept that Armenia is a sovereign state and is gradually losing its influence in the region.
Thus, the agreement between #Armenia and #Azerbaijan puts an end to the danger that an extraterritorial corridor outside Armenian sovereignty could be granted to other party. This document, which defines the framework for the implementation of the “#TrumpRoute” communications project, repeatedly emphasizes the full extension of Armenia’s sovereignty and jurisdiction over its entire territory and all proceses.
During the drafting of this document, trilateral meetings and discussions also took place among officials from Armenia, Azerbaijan, and the #USA. This leads me to conclude that Azerbaijan has agreed to the arrangements between Armenia and the United States regarding the details of the Trump Route.
But what exactly are these arrangements, and how do they put an end to corridor-based logic?
Azerbaijanis transiting through Armenian territory will first be received by Front-office staff, who will be employees of a foreign organization and most likely non-Armenians. This will be a positive gesture by Armenia to ensure that Azerbaijanis who fear or harbor hatred toward Armenians do not face discomfort while passing through our country.
The front-office staff will collect documents from Azerbaijani citizens, provide them with information regarding transit routes, and collect fees. However, this information will be transferred to the Back-office, where representatives of Armenia’s state authorities will decide whether any risks exist.
If risks are identified, Armenia’s customs and border service personnel will be able to conduct inspections of goods and individuals. They may also be physically present within the Front-office area, but direct interaction with foreigners will be carried out by the foreign staff.
All collected funds, including customs and transit fees, will be directed exclusively to Armenia’s state budget. In other words, the front-office staff will serve as service providers and will not have decision-making authority.
Of course, our goal is not for Azerbaijanis to be subjected to harassment at our customs checkpoints. On the contrary, we must do everything possible to ensure that they transit through our country using simplified procedures.
This will contribute to peace and to building mutual trust. It is important for us that no third party performs functions that fall under the authority of Armenia’s state institutions. This Armenian-American statement ensures precisely that.
At the same time, it would be excellent if Azerbaijan were to provide similar facilitated transit for Armenian citizens and create максимально comfortable conditions. This would also contribute to building trust and eliminating hostility.
A policy of mutual demonization has been pursued, and it is our task to change negative perceptions of one another. After all, we are moving toward peace, not war.
These arrangements will be applied during the unblocking process. They may be described in the Armenian-American agreement on the establishment of the TRIPP company.
Thus, I believe that Azerbaijan’s security concerns have been addressed, and that Azerbaijanis transiting through Armenia will retain their dignity. Over time, I believe there may even be no need for a front office at all.
When Armenia and Azerbaijan respect each other’s dignity, sovereignty, and independence, we arrive at a solution that satisfies all sides—such as this Armenian-American agreement on the establishment of TRIPP.
