UPSC देश की सबसे नामी परीक्षा है और उससे निकले लोग शासन व्यवस्था के सबसे महत्वपूर्ण स्तम्भ होते हैं। देश के करोड़ों लोगों का भरोसा और हमारे रोजमर्रा के शासन-प्रशासन का कामकाज इस संस्था की पेशेवर प्रणाली से जुड़ा है।
मैंने खुद देखा है कि इस परीक्षा के लिए युवा कितनी मेहनत, आँखों में ढेर सारे सपने लिए और दिल में लगन के साथ तैयारियां करते हैं।
UPSC की प्रक्रियाओं में गड़बड़ी की खबरें बहुत हैरान करने वाली हैं। इस महत्वपूर्ण चयन प्रक्रिया में हुई एक भी गड़बड़ी बड़े सवाल खड़े करती है और लाखों युवाओं के सपनों और उनके विश्वास पर चोट करती है।
जरूरी है कि इन सवालों का जवाब जनता और UPSC की तैयारी करने वाले युवाओं को मिले-
क्या इसके लिए UPSC के उच्च पदों पर राजनीतिक नियुक्तियों से आए लोग जिम्मेदार हैं? यदि हाँ तो उन पर कार्रवाई कब?
जिस सिस्टम में एक-एक नंबर के चलते उच्च स्तर का कम्पटीशन होता है, उसमें क्या केवल सतही तौर पर जाँच करके पल्ला झाड़ना उचित है?
नकली सर्टिफिकेट का सिस्टम SC, ST, OBC, विकलांग व EWS वर्ग के अभ्यर्थियों को मिलने वाले मौके पर चोट करता है। क्या सर्टिफिकेट जाँचने की कोई ठोस संस्थागत प्रणाली विकसित नहीं की जा सकती?
UPSC प्रणाली को और अधिक पारदर्शी व प्रामाणिक बनाने के लिए बदलावों की सख्त जरूरत है, क्या इस पर विचार नहीं किया जाना चाहिए।
UPSC से जुड़े सवाल इस देश के शासन-प्रशासन के प्रति भरोसे और हमारे करोड़ों युवाओं के सपनों से जुड़े सवाल हैं। इस पर सरकार से जवाब आना जरूरी है।
