We have same situation with @tslspringcity project, started in 2011-12 after approval, later applictaion rejected by @OdishaRera on 26-Sep-2018. Still, it is ONGOING and hundreds of flat buyers are waiting..

Our earlier Chief Justice Justice Muralidhar said "Overlooking court orders undermines judiciary"
In the context of the numerous orders of @OdishaRera this is so true.
After years of delay by the builder, then years at ORERA, we Home Buyers again dragged for months at OREAT in the name of appeal, where builders keep taking dates after dates.
Even if the appeal is dismissed and you feel like a winner at last, bigger shocks await you.
Very soon you realise that the never ending journey has just begun.......

Recovery Certificate to Collector under OPDR Act
And at times the order is also sent to the Civil Court.
Both take a few more years.
No one in Odisha has been able to complete the entire journey since ORERA was established in 2017.
@OdishaRera is reluctant to execute its own orders even though power has been given to it under Rule 26(2),
The @DMKhordha is not serious about completing the execution process even though the Supreme Court has directed to do so within six months,
Justice Muralidhar, sir the job of undermining the Judiciary starts from the offices of the very authorities which are supposed to implement its orders.
