Hours after Trump’s 25 percent tariff on Brazilian goods took effect, China’s foreign minister Wang Yi met his Brazilian counterpart Mauro Vieira in Manila and pledged that Beijing would “support Brazil in safeguarding its sovereignty, security and development interests”. The contrast between the US and China’s approaches to Brazil neatly encapsulates the difference between the logic of imperialism and the logic of multipolarity. What products are being targeted by Washington’s tariffs? Specifically manufactured goods. Coffee, beef, orange juice, oil and gas are all excluded. Everything Washington wants out of Brazil flows on untaxed: the crops, the cattle, the hydrocarbons, the parts feeding US supply chains. What gets punished is Brazil’s capacity to make finished goods for itself. This is not a trade dispute; it is a tariff schedule designed to pin a country to the bottom of the value chain, keeping it a farm, a mine and a supplier of components, and taxing any attempt to be more than that. Now look at what China put on the table in the same week. Wang Yi proposed expanding cooperation in aerospace, connectivity and artificial intelligence, and welcomed Brazil’s accession to the World Artificial Intelligence Cooperation Organisation – the new Shanghai-based body established this month by 29 countries. Vieira said Brazil hoped to use it to broaden scientific and technological cooperation. China is engaging with Brazil on precisely the sectors that the US is walling off behind tariffs. And, lo and behold, these are the sectors that determine whether a country climbs the ladder or stays where the imperial division of labour assigned it. The same fault line can be located in the approach to Brazil’s sovereignty. Trump’s tariffs are tied explicitly to the criminal prosecution of Jair Bolsonaro – economic coercion deployed to overturn the judicial process of a sovereign nation and rescue a coup-plotting ally. Washington has followed up by designating Brazilian criminal organisations as “foreign terrorist organisations”, the familiar rhetorical scaffolding for intervention in the region. This is the Monroe Doctrine in modern dress: Latin America as a backyard, its courts and its politics subject to “correction” from the north. China on the other hand described Brazil as “an emerging economy with global influence and a representative voice of the Global South”, and pledged to support it in safeguarding its sovereignty, security and development interests. The US is punishing Brazil for industrialising and for prosecuting fascist coup-plotters. China offers technology, investment and respect for sovereignty. Lula’s government can perfectly well understand the difference.

For anyone paying attention, the fresh revelations of China's meddling in US elections shouldn't come as a surprise - but the scale is certainly alarming. Beijing has engaged in a longstanding campaign to influence our local, state, & national elections. That cannot stand. Why would we welcome Xi Jinping to the White House in a few weeks?
