It's a partial account. He ignores that the statement is clear that we will provide Mayors with more flexibility within their Integrated Settlements & we will cut back the number of targets that Mayors have to report on too. That's before we move away from settlements to a stream of revenue from income tax, which will give Mayors more flexibility and enable more locally financed investment.
