CIA Director Visit to Russia

The Director of the Central Intelligence Agency John Ratcliffe has now departed Moscow Vnukovo International Airport onboard a U.S. Air Force C-17 as REACH 4555.
REACH 4555 mysteriously arrived in Moscow this morning in what I and a few others suspected to be a support flight related to the Secretary of Defence.
It was actually carrying the CIA Director from Riga, where he had arrived onboard an unmarked C-40 which also arrived on the 23rd of August from Andrews AFB as REACH 790.
The use of the C-17 rather than the C-40 is likely that it was carrying a Roll-On Conference Capsule (ROCC), the successor to the "Silver Bullet", in order to provide the Director with secure communications.
This is the first visit to Russia by a CIA director since 2021, and the first visit of a C-17 in a number of years as well.
On that last visit, former Director of the CIA William Burns warned Russia that the United States knew they planned to invade Ukraine. The history of these visits therefore is not an encouraging sign.
