PLANNING ENFORCEMENT - MEETING WITH HOUSING MINISTER to discuss the issue of unauthorised developments on land owned by travellers. This has been a huge issue locally including in #Alfold, #Wanborough, #Bramley. A constructive meeting in which the minister recognised it was a shared issue that cut across party lines. There were LibDem and Conservative MPs present - more MP's from Surrey than anywhere else. The Minister started by saying there had been an increase of 65% in unauthorised developments on land owned by the travelling community and it is a problem that continues to increase. He said (which I am not convinced by) that local authorities were generally effective at putting out stop notices and enforcement notices even on bank holiday weekends. The heart of the issue, he felt, was that areas without an up to date local plan, including enough pitch sites for caravans, were vulnerable to losing planning refusals on appeal – in other words the most important solution is to get a local plan in place. That said he recognised that the Human Rights Act, the Equalities Act and the Rights of a Child made it a difficult issue, especially when there were highly effective solicitors who understood human rights law. I pointed out, supported by the other MP's there, how angry people are that the police arrive quickly on the scene not to stop an unauthorised development (because they say it is a civil not a criminal matter) but to stop local residents protesting against planning laws being breached. The damage to the land has already been done by that point. I asked why we can’t just ban retrospective planning permission when a stop/enforcement notice has been contravened. @ClaireCoutinho pointed out there was a big issue with caravans being sub-let, a factor that housing needs assessments often overlooked. She reiterated there needs to be a cross-department task force, something we have been pressing for some time. @mtpennycook is an effective minister who I have dealt with on many issues. I think he understands the problem. He promised to look into all possible solutions and agreed to another meeting. The meeting has not solved the issue but I believe the government is engaging in good faith. We will hold them to account because what is happening is an outrageous breach of the law which ultimately undermines people’s confidence in democracy. @Rebecca_SPaul
