It is delivered when a child can walk to school without fear, when a mother can run an errand without being chased, and when an elderly person can sit on a bench in the evening without being attacked. The Supreme Court has warned that if conditions continue unchecked, civic life could regress into a "Darwinian theory of evolution" where survival of the fittest governs public spaces. The citizens of Niphad have already been forced to live in that Darwinian nightmare. They have been forced to become survivors. And they have been forced to remind their government, in the most visceral way possible, that it is their government too. The animals are not the enemy. The silence of the state is. Children walking to school, women running errands, senior citizens taking evening walks, and drivers on two-wheelers faced a constant threat. They were told to wait. They were told the process was underway. And then, on the day of the protest, they took the law into their own hands—not out of malice, but out of sheer desperation. This is what happens when the State abdicates its duty. The Supreme Court has held that the State bears an "affirmative, non-negotiable and continuing duty" to protect citizens from preventable threats to life and safety. That duty was not just neglected in Niphad; it was treated with contempt. The citizens' right to life does not depend on their ability to outrun a pack of dogs. The Constitution of India does not envisage a society where children, the elderly, and vulnerable citizens are compelled to survive at the mercy of physical strength, chance, or circumstance. And yet, in Niphad, that is precisely the society that was allowed to fester. Let us not mince words. This was not a protest. This was the sound of a social contract breaking. They had filed complaints and written representations, and nothing was done. The municipal body was too busy with tendering processes to address the actual problem of dogs roaming the streets and attacking people. So what did the activists do? They brought the problem to the officer's table. They took stray puppies, stuffed them into small sacks, and released them on the Chief Officer's desk. And then, to add insult to injury, they placed a garland of currency notes on his table. That garland was not a gift. It was an indictment. It was a message that the only thing this administration understands is money—that it is more concerned with tenders and budgets than with the safety of the citizens who pay its salaries. The law is clear. The Animal Birth Control Rules, 2023, mandate that local bodies implement sterilization and vaccination programmes. The Supreme Court has repeatedly pulled up States for failing to submit compliance reports and has warned that top bureaucrats would face personal accountability for their inaction. The Chief Officer of Niphad Nagar Panchayat is not a passive spectator. He is a public servant. And when a public servant fails to serve the public, the public has every right to remind him—in whatever way it can—that he is accountable. The protest was bizarre, yes. But the apathy that provoked it was far more bizarre. And far more dangerous. Look at this scene. A room full of people, a man in a chair, and a few frightened puppies on a table. The puppies are nervous, rushing around, studying their surroundings. They do not understand why they are here. They do not understand the anger in the room. They are innocent. They are just dogs. And look at the men. They are not innocent. They are full of anger, frustration, and desperation. They are not protesting against the dogs. They are protesting against the silence of the state. They are protesting against the fact that they have been made to feel invisible. This is the disease of the mind that I have spoken about. Man has lost compassion—at least for other men. If you are not loving and compassionate toward man, all your compassion for animals, for dogs, is just stupid. The officer sits in his office, and the dogs and the people are both problems to be managed. But the people are not problems. They are human beings. They are your brothers, your sisters, your children. And they are afraid.
