It said black people couldn’t own land in 87% of the country, couldn’t vote, couldn’t move freely without a pass, couldn’t go to decent schools, couldn’t marry who they wanted if it was interracial, couldn’t run most businesses, and could be jailed or shot for protesting any of this. BEE says some companies that want government contracts or licences must have black ownership or meet employment-equity targets. It’s not remotely the same level of systematic exclusion. Apartheid wasn’t just residential segregation. It was total political, economic, and social dispossession: - Black people were legally barred from voting in the national government that controlled their lives. - The 1913 and 1936 Land Acts restricted black ownership to 13% of the land (the reserves/Bantustans), most of it arid and overcrowded. - The Group Areas Act forcibly removed millions from cities and towns they had lived in for generations (District Six, Sophiatown, etc.). - Pass laws made it a criminal offence for black people to be in ‘white’ urban areas without permission. - Job reservation laws blocked black people from hundreds of skilled occupations. - Bantu Education deliberately gave black children an inferior education to keep them as cheap labour. So no, apartheid didn’t just say ‘you can’t do it here’. It said ‘you mostly can’t do it at all, and we’ll use the full power of the state to stop you’. BEE and employment equity are redress policies. They try—imperfectly—to open up opportunities that were deliberately closed for decades. They inconvenience some white individuals today; apartheid destroyed entire generations of black people yesterday. The moral and historical weight is not comparable.” Redress isn’t racism.
