It said black people couldn’t own land in 87% of the country, couldn’t vote, couldn’t move freely without a pass, couldn’t go to decent schools, couldn’t marry who they wanted if it was interracial, couldn’t run most businesses, and could be jailed or shot for protesting any of this. So no, apartheid didn’t just say ‘you can’t do it here’. It said ‘you mostly can’t do it at all, and we’ll use the full power of the state to stop you’. BEE and employment equity are redress policies. They try—imperfectly—to open up opportunities that were deliberately closed for decades. They inconvenience some white individuals today; apartheid destroyed entire generations of black people yesterday. The moral and historical weight is not comparable.” Redress isn’t racism.
