On 20 February 2026, the will release its new general valuation roll. This document will determine what property owners pay for the next three years, and it comes at a time when property values in many areas have increased by 15 to 20 percent.
The first impact is simple. Higher valuations mean higher rates unless the City reduces the rate in the rand. A flat previously valued at R700,000 that rises to R805,000 will cost roughly R752 more per year at the current rate. A R1.2 million home rising to R1.38 million adds about R1,288 annually. A R2.5 million home increasing to R2.875 million adds roughly R2,684. A R4 million property moving to R4.6 million adds more than R4,000 each year. These figures assume the rate remains unchanged.
Yet the City has already projected property rates revenue rising from R13.91 billion to R14.95 billion in 2026/27, which suggests higher overall collection.
The second impact is tariff restructuring. Water and sanitation fixed charges are now linked to property value. Electricity includes a fixed monthly charge of R339.89 regardless of usage. A city cleaning levy is also based on property value. This means costs are increasingly tied to what your property is worth rather than only what you consume. Pensioners and long term residents in areas where values have risen sharply may feel the pressure even if their income has not kept pace.
The January 2026 adjustments budget shows R132.2 million allocated for performance based rewards for officials and a R312.8 million increase for post retirement medical aid provisions. These are policy decisions funded by ratepayers. Property owners may object to their valuations between 20 February and 30 April 2026, but the process requires time and persistence. Once that window closes, the valuations remain in place for three years.
Clean audits and strong credit ratings are important, but affordability is equally important. If residents struggle to keep up with rates and fixed charges, then governance must be measured not only by financial management but by whether people can afford to live in the city. The question voters should consider is whether this approach reflects balanced leadership or an aggressive revenue strategy at a time when many households are already under pressure." End

If someone objected, she told the officers to forcibly remove them. She ordered a man recording the meeting to be removed. A lady arriving late asked why people were being removed. She was removed. The ward councillor threatened myself and another ward committee member that we would be removed if we continued our objections. An official under investigation, Anver Wyngaard, took over for the IDP and yelled at me to never say his name. It was fascism on display last night."
