The #PMC's construction monitoring rules are deeply flawed:
A) #CAAQMS mandated only for sites >5000 sqm — smaller polluters get a free pass
B) Ignores mandatory upwind-downwind monitoring guidelines, so builders can game placement
C) SO₂, NO₂ and other respiratory toxins go completely unmonitored
D) No vertical profiling — demolition on the 7th floor, sensor on the ground? Useless for ground-level concentration (GLC)
E) Builder lobby can place CAAQMS in the downwind (before the pollution source), hiding true emissions
F) No public dashboard — citizens can't even see the readings that are collected
