The fiscal costs of monetary and exchange rate policy distortions in Zimbabwe at the Economic Development Conference in Africa conference at the Centre for the Study of African Economies, University of Oxford. This paper was written by Jimmy Psillos, the Chairman of the CZI Macro-Economic Committee, Victor Steenbergen, and Dr Carren Pindiriri, and was previously presented at the Zimbabwe Economic Development Conference (ZEDCON), an annual conference of the Ministry of Finance and Economic Development, Zimbabwe. @ZimTreasury

Pendant ce temps, les causes profondes persistent : ADF toujours actifs, et la réalité du terrain contredit la mise en scène de #WASHINGTON.

Il y a des moments où l’on doit dire les choses sans trembler; L’affaire de l’Accord CIER en est un.
Le Président Félix Tshisekedi, alias M. Tshilombo, s’apprête à engager tout un pays dans un accord international majeur… sans la moindre autorisation du Parlement, sans ratification, sans débat national, sans transparence. Bref, sans le peuple.
Pendant ce temps, Paul Kagame, que beaucoup aiment critiquer, a fait ce que tout dirigeant responsable ferait : soumettre l’accord à son Parlement, obtenir l’aval de ses institutions, puis ratifier officiellement.
Ironie du sort : le Rwanda coche toutes les cases de légalité… et la RDC, elle, non.
Soyons sérieux, un Président qui gouverne comme si la Constitution était un décor et le Parlement un meuble de salon, ce n’est pas un chef d’État, c’est un improvisateur politique. Et un improvisateur à la tête d’un pays comme la RDC, c’est dangereux.
Les articles 213 et 214 de la Constitution ne sont pas des slogans. Ils fixent clairement la procédure pour tout accord engageant la Nation.
Pourtant, malgré ces prescriptions limpides, M. Tshilombo n’a ni sollicité l’autorisation parlementaire, ni engagé la procédure de ratification de l’accord de paix du 27 juin 2025.
Résultat, La signature annoncée de l’Accord CIER repose sur un vide juridique total, une illégitimité flagrante et une violation assumée de la Constitution.
Ce n’est pas une maladresse.
Ce n’est pas une omission.
C’est un choix politique.
Un choix qui révèle une méthode, gouverner seul, décider seul, contourner les règles, ignorer les contre-pouvoirs, et considérer les institutions comme de simples formalités encombrantes.
On peut débattre de tout, sauf d’un point, un Président qui foule aux pieds la Constitution fragilise l’État, la démocratie et l’autorité même qu’il prétend incarner.
À ce stade, ce n’est plus une question de préférence politique.
C’est une question de principe.
Un dirigeant qui ignore les règles fondamentales d’un État de droit perd, de fait, sa crédibilité, son sérieux et la confiance du peuple qu’il prétend représenter.
La RDC mérite mieux que des signatures clandestines, des procédures bâclées et des engagements pris dans l’ombre.
La RDC mérite un leadership qui respecte la loi avant de prétendre la faire respecter.
