Rough numbers:
* Current caps are around 5,575 a week.
* Most planes have around 55 people on them (~100 flights a week).
* 250 a week? equivalent of 2.5 more people on flights already flying.

So the DFAT number of ~26,800 is around just 2.7% of the (SmartTraveller) estimate of Australians overseas -a tiny amount.
The DFAT number needs to be stop being used, and a realistic estimate published instead.
