Activists have long criticized the culture of violence & prejudice among Vallejo police department Officers, including a notorious group known a the "#Fatal14," who are known for their frequent use if deadly force. In 2012, VPD Officers accounted for 30% of all homicides.

Emily Parker doesn't want #Vallejo police to get "another penny" since they get 46% of the city's general fund. She doesn't want them to get money out of the reserves. She cites that 13 of the #Fatal14 who continue to be paid by taxpayers.
