Indeed devolution is revolutionizing #Kenya.
As Counties & National Govt consider options for #FinancingDevolutionKE here are some ideas:
1) #Licencing compliant #smoking zones
2) Raise #tobaccotax to @WHO proposal
3) Support #TobaccoControl

@JamesMwadeghu @TISAKenya @Senate_KE @OAG_Kenya @NAssemblyKE @county_forum Major issues are raised on Social media. Being 2019, public institutions are adopting digital media to allow citizens to access information. However, digital media engagements aren't final that's why COG has forums such as Gender Round tables, Dev. Conf. #FinancingDevolutionKE
@KenyaGovernors @Oayouthkenya County Govts need to take up the task. There are local administrative units. Currently, most Counties are coming up with village administrative units whom I feel are better placed to undertake this one. @KenyaGovernors can't be doing everything for Counties #FinancingDevolutionKE
Govt is perpetual, when its a Govt policy it must go on. Only Governors change but policies remain. When it was a projects by the County Government and is in the CIDP, even the incoming County Govt will proceed with the project. #FinancingDevolutionKE
@KenyaGovernors What is the policy of governors when it comes to projects that former governors leave unfinished? Case in study ...Ngong stadium!
True. There is an ongoing exercise by the @IGRTC1 in conjunction with CoG to verify and transfer all the assets relating to devolved functions to the respective
Counties. #FinancingDevolutionKE
The elephant in the room: Assets and Liabilities. Who owns what and who owea who what. This has implications on debt management and revenue generation. #FinancingDevolutionKE @TISAKenya @Senate_KE @CEOCOG @KenyaGovernors @NAssemblyKE
@KenyaGovernors @KilifiCountyKE @governorkingi Late disbursement of funds attracts corruption and misappropriation of funds. Contractors get paid less and abandon projects halfway, forcing counties to re-tender projects. #DevCon2020 needs to be a platform where both sets of Govts will iron issues #FinancingDevolutionKE
Further, Counties are developing annual performance contracts that derive activities from CIDPs and ADPs #FinancingDevolutionKE
With help from the COG, Counties have mainstreamed National Strategies including the #Big4 , Vision 2030, #SDGs in their second Generation CIDPs #FinancingDevolutionKE Your analysis will be a great point to start from in reviewing the same.
Issues with planning and budgeting. Little to no linkages. CIDPs/ADPs are wishlists. No Linkages to national strategies. We have done a health financing analysis demonstrating (Nov release) #FinancingDevolutionKE @TISAKenya @Senate_KE @CEOCOG @KenyaGovernors @NAssemblyKE
@damonalleki @Oayouthkenya County Governments are doing their best to publicize public participation at the County level, however, how can we define enough publicity or what is the bare minimum publicity? #FinancingDevolutionKE
@TISAKenya @Senate_KE @NAssemblyKE @county_forum @OAG_Kenya @ICJKenya @thekhrc @TIKenya @Sentao_KE What roll is the civil society playing towards civic education on the same? #FinancingDevolutionKE
@KenyaGovernors @Senate_KE @NAssemblyKE @county_forum @OAG_Kenya There is need for greater civic education on county functions for citizens to effectively participate hold counties accountable #FinancingDevolutionKE
@damonalleki @KilifiCountyKE @governorkingi The COG has been at the for front on this issue. We are calling for an open discussion on this matter. Do you think this should be part of the #DevCon2020 agenda? #FinancingDevolutionKE
Following the 2019 National Population census, how will this affect County Planning going forward? #FinancingDevolutionKE @TISAKenya @Senate_KE @county_forum @KNBStats @KeTreasury
@NdunguWainaina @KenyaGovernors @CRAKenya We worked on unbundling functions and It is quite a task. it is near impossible to distinguish between policy and implementation. While NG is in charge of policy, there are certain policy decisions that also need to be made at micro levels. The framework needs to be airtight.
This can be attributed to increased service delivery needs by the citizens. #FinancingDevolutionKE
#FinanceDevolutionKe It is positive progress that county governments development expenditure increased by 62.1% to Kshs.107.4B in FY 2018/2019 from Kshs. 66.8B in FY 2017/2018, and further local revenue reached to KShs.40B for the first time. This is progress @KenyaGovernors
Although the Constitution provides for the use of most recent audit accounts to calculate allocations to counties the allocations for 2019 were calculated using audit accounts for 2014 financial year #FinancingDevolutionKE
@TISAKenya @TreasuryKe @CRAKenya But does the current legislation satisfactorily provide Division of Revenue? Are there any gaps that MUST be addressed? #FinancingDevolutionKE
