I am extremely grateful to Hon’ble Speaker Jinab Abdul Rahim Rather Sahab for giving me time amidst yesterday’s busy sitting to move my resolution seeking the de-notification of Phaak and Rural Block Harwan from the Srinagar Master Plan, thereby limiting #LCMA’s enforcement jurisdiction in rural areas which is causing undue harassment to residents.
The resolution is now the property of the August House and will be discussed thoroughly in the next sitting or whenever Resolution’s are taken up for debate.
I remain committed to ensuring that LCMA does not harass the residents of rural Hazratbal & equally support their @jklcma initiative’s to preserve the lake & restore it to its pristine glory. I have also taken up this matter with Hon’ble CM Jenab @OmarAbdullah Sahab who has assured me of his intervention to resolve the issue.

It is outrageous that LCMA functions like a demolition squad for the poor while shielding illegal constructions of the rich, influential and powerful — all under the protection of a corrupt network of “Watcher Mafia” hiding behind self-proclaimed morality and fake respectability. This is nothing short of institutionalized paid exploitation
and I refuse to stay silent.
I possess verified documents, voice recordings and visual evidence of corruption — all of which have been submitted to the competent authorities. But since the matter continues to be brushed under the carpet- I along with my people, will now personally visit every illegal structure raised by these influential violators and stand publicly in front of them — asking LCMA: Who allowed this? On whose instructions? Why are poor being demolished while the powerful enjoy protection in silence?
The inability to pay a bribe must not become a crime — but sadly that is the reality. The Master Plan has been weaponized — kept deliberately vague to crush the weak and accommodate the powerful.
I will expose every name, every file, every unlawful favour — and shame this nexus of corruption through social media and every democratic platform available.
What follows below is just the beginning — a recording where the negotiation of corruption can be clearly heard.

MLA @salmanalisagar Chaired a joint meeting of senior & prominent #Tourism and #LCMA officers at Habak to discuss key issues, including:
— Permissions for Guest Houses/Home Stays in Habak Shanpora.
— Promotion of tourism across the lesser-explored peripheries of Hazratbal Constituency.
— Renewal of hotel registrations.
— Beautification of Habak Shanpora, Fakir Gujri and adjoining areas to develop them as tourist destinations.
— Revival of the famous Dachigam–Tailbal Nallah (from Harwan to Duck Park) and revitalization of both its banks.
— The 200m LCMA jurisdiction issue.
— Beautification of the Burzahama Archaeological Site.
Local residents also raised important concerns, many of which were addressed on the spot. A joint proposal will be prepared by both departments to resolve the pending matters that require higher-level intervention.
Grateful to all senior officers and local residents for their active participation in this productive discussion.

MLA Hazratbal Salman Ali Sagar (@salmanalisagar) raised a motion in the Assembly against LCMA officials for making public a secret Assembly document (starred question) before it was tabled. This breach of privilege has caused chaos among people. Strict action must be taken.
He also urged the government to denotify rural areas from LCMA jurisdiction and vowed to fight until it is done.
