Delhi Medical Council #election held on May 31 has come under a cloud, with allegations of #bogusvoting, #multiplevoting, ineffective use of #indelibleink and other #violations prompting demands for an independent #inquiry and a halt on the declaration of results. In a representation sent to the Lieutenant Governor, Chief Minister and Health Minister, a group of doctors and social organisation Sankalp have alleged serious irregularities in the conduct of the election and sought intervention to safeguard the credibility of the statutory medical regulator. According to the complaint, several incidents allegedly occurred at the polling venue, including instances of repeated voting and concerns over indelible ink that could reportedly be removed with water. Finally, the simplest way to know the EXACT incidence of #MultipleVoting would be if the scanners do actually keep a record of each ID scanned, and this data was reconciled. It would be good if @IECSouthAfrica could confirm or deny officially whether the scanners keep the records
#NPE2019 I am looking at the Report done by #StatsSA for the #IEC into possible #MultipleVoting. There are many questions, but I have a few preliminary thoughts.
1. If the analysis of the the sample was the entire purpose, why use a sample when the whole dataset is available? /
To address the question of #MultipleVoting, the #IEC should tell us whether the scanners record all IDs scanned.

#NPE2019 #ErrorAlert This proves nothing, but the investigation by the Statistician-General into #MultipleVoting, just happened to include VD 32910263 from EKU in the sample, where there was a 700 vote "excess" in the Provincial ballot. That said, proper scrutiny is needed.
@hiltandchuckdog There were actually MORE anomalies of this type in the 2014 election. I only picked up the excess votes some time later (and nobody was interested back then). I think that the #MultipleVoting was big then, and there are also other factors at play. Will take time to compare.
@hiltandchuckdog And, even if the #IEC can tell us from the scanners how much #MultipleVoting there is, we could not PROVE the extent of ANC benefit. Not to mention that we cannot even assume that they would be the only beneficiary, it if was happening widely.
The other fact is that it could be the Section 24 votes (VEC4s) that are where the #MultipleVoting happens. As I see it, we need to know whether those scanners retain a list of IDs scanned. If so, then that settles the multiple votes issue exactly, in terms of who and how many.
@Joe990nwMoyo The Statistician-General's office seems always to have had an excellent reputation. To me, looking ONLY at the spread of VEC4 numbers, and then saying that because only 1.27% fell outside a "tolerance level", therefore there was low "risk" of #MultipleVoting, looks weak.
Here is the Statistician-General's Report on the #MultipleVoting, asked for by the #IEC. I would appreciate informed comment on this. It seems rather narrow, and I am not seeing HOW this answers the question of whether there was multiple voting.
