Rahul Gandhi is looking for SC, ST, and OBC IAS officers in this #Budget_Halwa picture. He is sad 😢 because there aren’t any. True. But let’s check the facts. IAS officers Pandey, Sheth, and Somnathan are from the 1987 batch, Joshi is from 1989, and Malhotra is from 1990. All five IAS officers in the picture are from the pre-27% OBC quota era, the pre-Mandal era. That’s why it looks like an upper-caste club. Rahul should question: 1. Why the Indira Gandhi and Rajiv Gandhi governments (1980-89) didn’t implement the Mandal Commission report, which had been shelved since 1980. B.P. Mandal ji submitted his report in 1980. Why was the 27% OBC quota not implemented until a non-Congress, BJP-supported government came to power at the center in 1990? Due to court cases, the OBC quota finally came into effect in 1993. It seems that no 1993 batch officer has attained the seniority to be in the Halwa ceremony! There is Article 340 in the Constitution. OBC quota should have been implemented since 1950. The Congress party’s dilly-dallying on the OBC quota was one of the reasons Dr. Ambedkar resigned from the Nehru cabinet. The OBC quota has a history of betrayal. So we don’t have OBC officers at the top. 2. Why don’t we have senior SC, ST officers from those batches now? What happened to them midway? Why was the Nagaraja judgment not addressed during the Manmohan Singh era? The Indian underclass, including SCs, STs, and OBCs, is suffering due to problems created long ago. These are legacy issues. I hope the present government takes steps to correct this anomaly and injustice. SC, ST, and OBC officers will strengthen the bureaucracy and the nation. Diversity is good. Let’s learn from the US and European nations.

Rahul should question:
