Another major cause of delay is the length of time suspects are released under investigation (RUI) rather than being bailed. The Policing Minister has previously committed to reforming that. We need a firm timetable on how that will be taken forward.

@GorillaoJustice @PenelopeGibbs2 @AaronTheClarke @pridds I'm not a methods/evaluation expert, but I'm sure an experimental design could be devised to test the efficacy of #prechargebail incl conditions. It may also be poss to match cases pre/post changes.

@ukhomeoffice My sense is that there was no particular reason for the HO or others to have assumed police forces would move away from using #prechargebail as dramatically as they subsequently have, with RUI seemingly used as a kind of pressure valve.
