On November 11, 2023, your enforcement officers shot and killed Amori Jackson Indre from Nagulu village, Ponyura parish, Lobule SubCounty, Koboko district. He was killed in cold blood in the Salia Musala enclave, where the borders of Uganda, South Sudan, and the DRC converge. This follows the killings of our youth on 9th October 2022, 23rd February 2022 plus many others.
Yesterday November 14, 2023, your Vehcle knocked three civilians in Arua City including a pregnant woman, leaving them unconscious having sustained very serious injuries(it is alleged that one of them might be dead but this is not confirmed). These extrajudicial killings not only signify a gross violation of human rights but also highlight a severe lack of proportionality and disregard for the rule of law within the state apparatus.
URA has not released any public statement about these killings, neither have any law enforcement agencies come out to assure the people of their own safety following these tragic events.
Perhaps your enforcement staff need a training facility to learn how to not murder us. We know that no training can transform the inherent nature of policing. But must i remind you that the era of graphic photos, viral videos and hashtags is coming to an end, and from these bodies and ashes of our women and youth, we shall usher in a new era of spontaneous, tactical, and protracted pushback against your actions to demand much more than “Hands up, don’t shoot.”
The victims, often entrepreneurial youth, are caught in a cycle of smuggling activities across the porous Uganda-DRC and Uganda-South Sudan borders. Despite the nature of their actions, the law provides mechanisms through which you can perform your duties and Murder is not part of this.
Please tell Ugandans the truth about where you get your powers to kill from, Enough is Enough!
