Prone restraint should never be an option
Certainly, SB483 titled "Pupil Rights: Prone Restraint" prohibits the use of prone restraint and prone containment of children in educational settings. It has passed the California Senate, which is the upper chamber of the legislature.
The state legislative process for passing a bill involves multiple stages.
1. Introduction: A legislator introduces a bill in either the state Senate or the state House of Representatives in California it is called the state Assembly.
2. Committee Review: The bill is assigned to a committee for review. The committee conducts hearings, gathers information, and may propose amendments to the bill.
3. Floor Debate: Following the committee review, the bill is presented on the floor of the respective chamber for debate and voting. Amendments can be suggested and discussed during this phase.
4. Passage in One Chamber: If the bill obtains majority approval in one chamber (either the Senate or the House), it proceeds to the other chamber for consideration.
5. Committee Review (again): The bill undergoes a similar committee review in the second chamber.
6. Floor Debate (again): The bill is debated and voted on by the second chamber. If it receives approval, it advances to the next stage.
7. Reconciliation: In the event of any discrepancies between the versions of the bill passed in each chamber, a conference committee is formed to resolve those differences.
8. Final Vote: After reconciliation, the bill returns to both chambers for a final vote. If approved by majority votes in both chambers, it moves forward.
9. Governor's Approval: The bill is then submitted to the governor for approval. The governor may choose to sign the bill into law, veto it, or take no action (in which case it becomes law after a certain period of time).
10. Implementation: If the bill is signed into law, it is enacted and becomes part of the state's statutes.
