Trading #SilverLoading for permanent #ARP subsidies would be, as @xpostfactoid put it, "sacrificing your bishop to save your queen." It would reduce ACA subsidies for several million enrollees BUT would *increase* subsidies for millions MORE...including those same enrollees. 11/
The *downside* to reinstating CSR reimbursements is that doing so would eliminate #SilverLoading, which is a wonky pricing practice carriers started doing in response to the CSR reimbursements being cut off in the first place. 10/

I also coined the phrase #SilverSwitcharoo much to my embarrassment.
@larry_levitt It also doesn't include @SenatorShaheen's #S499, which would dramatically improve/expand CSRs while reinstating CSR *payments* to pay for most of it (basically replacing #SilverLoading).
