Andy Slaughter, who will advise the Government on proscription decisions, was in Jerusalem from Nov 5 to Nov 9, 2010 alongside Jeremy Corbyn on a £927 fact-finding trip to the Palestinian territories sponsored by Friends of Al-Aqsa and Middle East Monitor (Memo). A now-deleted report, published by Memo, reveals that the pair met “with both sides of the Palestinian political spectrum, including members and representatives of Fatah and Hamas”. Photographs published in the Memo dossier include an image of Mr Slaughter and Mr Corbyn posed next to Mohammed Totah, Ahmed Attoun and Khaled Abu-Arafeh, who have known Hamas associations. Nick Timothy, the shadow justice secretary, described Mr Slaughter’s appointment as a “disgrace” and accused him of having shown “sympathy for Hamas”. in his new role Mr Slaughter will be one of two law officers who will have a say in prosecutions related to Hamas. Mr Totah and Mr Attoun were elected to the Palestinian Legislative Council after running on a Hamas-affiliated Change and Reform ticket, while Abu-Arafeh was appointed Palestinian minister of Jerusalem affairs by the Hamas-led government. Mr Attoun was arrested by the Israeli Defence Forces in Jerusalem and exiled to the West Bank in 2011. Mr Totah and Mr Abu-Arafeh were both arrested by Israeli police in 2012 after barricading themselves in an International Committee of the Red Cross compound in East Jerusalem for 18 months to evade capture. Ismail Patel, the founder of Friends of Al-Aqsa, was filmed during a pro-Palestinian rally in 2009 saying: “Hamas is no terrorist organisation. The reason they hate Hamas is because they refuse to be subjugated, to be occupied by the Israeli state and we salute Hamas for standing up to Israel.” Hamas has a distinct political and militant arm. The military wing of the group was proscribed by Britain in 2001, and the organisation was banned in its entirety in November 2021. Under the Terrorism Act 2000, supporting Hamas carries a maximum of 14 years in prison. Mr Slaughter also claimed to have separately met Faraj al-Ghoul, the Hamas justice minister, and Dr Ahmed Yousef, Hamas’s deputy foreign minister, during an undeclared trip to Gaza that took place between March 5 and 8, 2010 with the Britain-Palestine all-party group. Dr Yousef was the right-hand man to Ismail Haniyeh, the political leader of Hamas, between 2006 and 2014. Mr al-Ghoul was a senior Hamas leader who was assassinated by Israel last year. After the trip, which took place in March 2010, Mr Slaughter argued that governments should negotiate more readily with Hamas. Writing for The Guardian on March 13, 2010, he said: “One way to break the deadlock is to negotiate without preconditions with those who have a mandate and a willingness to achieve progress. From my experience now on several visits to the region in the past three years, this includes Hamas.” Despite entries for other trips to Gaza and the West Bank in his register of members’ interests, there is no entry for a trip to the region in early 2010. Parliamentary rules at the time required benefits more than £660 to be declared. In 2018 Mr Slaughter was one of four MPs who voted against the Labour Party adopting the International Holocaust Remembrance Alliance’s definition of anti-Semitism.
