ON THIS DAY | TROPICAL STORM URING: ORMOC FLASHFLOOD TRAGEDY (1991)
TS #Uring (#Thelma) was barely a tropical storm when it crossed the Visayas, but its heavy rains triggered flash floods across the region, especially in Ormoc, and killed 5,000+ people. This was the nation's deadliest cyclone before #YolandaPH (2013).
URING (international name: THELMA) started off as a Tropical Depression over the Philippine Sea in the early morning of 02 November 1991 and generally tracked northwest. However, it suddenly tracked southwestward the next day while intensifying. Its circulation became more organized and it intensified into a Tropical Storm while moving towards Eastern Visayas.
It made landfall over Maydolong, Eastern Samar in the early morning of 05 November with maximum sustained winds of 75 km/h near the center, though there was no known damage from the storm's winds. Throughout 05 November, it traversed Samar, Leyte, Cebu, Negros, and Panay islands, and Palawan the next day.
According to the data from the Japan Meteorological Agency (JMA), it just remained a Tropical Storm while crossing the Visayas, but it caused widespread heavy rains in the region. A PAGASA rain gauge in Tacloban, Leyte recorded a 24-hour rainfall of 140.2 mm, with much of it dumped within 3 hours (7:30-10:30 am of 05 November). In Ormoc, Leyte, a rain gauge located in EDC Hostel, recorded a staggering 500 mm of rainfall in just three hours (8:00-11:00 am of 05 November).
The intense rains brought by Tropical Storm URING triggered flashfloods and landslides in different parts of Visayas, but most of the reported casualties were in Ormoc, Leyte.
According to the report from the Manila Observatory Environmental Research Division, the combination of orographic lifting, where air mass from the storm was forced to rise over the mountains of Leyte, and the southwest monsoon caused the intense rains in the province. The slow movement (11 km/h) of the storm also exacerbated the situation.
The flash floods surprised many residents, particularly in Ormoc, where much of the populated area was inundated by 1.5-2.5-meter floods. Outside Leyte, there were also more than a hundred casualties in Negros and Panay.
The tragedy in Ormoc, Leyte, only reached the authorities in Manila around 24 hours later due to the cut-off in communications. More than 5,000 people were reported dead, around 3,000 more were missing, and 1.045 billion pesos worth of damage was reported in the Visayas, mostly from Ormoc.
This tragic event served as a reminder that aside from the usually cited winds, tropical cyclones can also dump high amounts of rain which can cause deadly flooding and landslides. In the succeeding years, the country witnessed the same tragic events - Winnie in Quezon (2004), Ondoy in Metro Manila (2009), Sendong in northern Mindanao (2011), and just recently, Paeng in different parts of the country (2022).
While we cannot really modify or stop tropical cyclones, at the very least, our country can prepare and mitigate their effects. Comprehensive disaster risk reduction plans and education in the communities, well-planned infrastructures, and the protection of watersheds will surely make a difference in saving lives.
