So stupid - will add to confusion . On the very day gov announce that there will be 5 clear levels they announce Dublin will be level 2 with adjustments 😡😡😡 #worstcommunication

So a five step framework which will define restrictions and Dublin will have extra restrictions. But Dublin will also be in Level 2. Just not the same Level 2 as the rest of the country.
