As countries grow wealthier, as their retirees become richer, they should spend less in relative terms on older people (as more of them are able to pay for their own retirement). If you spend more on older people, public investment must eventually fall. The result are weaker, less productive societies with angry young people. Spending more on older people is ok if public investments increase at the same rate too.
