Offshore crypto exchanges have not expressed any interest in registering with FIU. 

Why?

It's probable that they comprehend that registering with FIU doesn't automatically grant them a license to operate in India and offer their services to Indians.

Registration with FIU does not guarantee you a license to operate in India. India still does not have a clear policy on license for Virtual Digital Assets service providers.

In the crypto bill, there may be provisions about who wilissue the license. Will it be RBI or SEBI? SEBI is the most probable choice. 

Registration does not guarantee you a license, and they may choose an alternative, but very challenging, way to enter India.

Setting up an Indian entity and operating like any other Indian exchange like CoinDCX or WazirX, for instance, and complying with all rules related to Corporate Affairs, Taxation, GST, PMLA, etc.

In my opinion only @Binance might try this route as they have the most experience in global expansion. This route can take them months and it wont be easy.

Rest will wait to see if Binance gets this approval of establishing an Indian Entity. If successful rest will follow the path.

Till then URLs of offshore forgein exchanges might continue to remain blocked.
