I can imagine the myriad HRE and Italian states were under mobilized as well. Still, seems a negligible percentage. Britain, Prussia, Austria, Russia?

They could not have raised, fed, equipped, and supplied armies comparable in size and firepower to napoleons had they not been similarly industrialized and mobilized (broadly speaking).
