Ever wonder how Flock connects to Lowe's cameras... or even the cameras in your HOA?

I found a series of documents obtained through the City of Prescott, Arizona's public records process that help explain how Flock Safety discussed expanding its network beyond police-owned cameras.

In a March 29, 2024 email, a Flock Customer Success Manager told Prescott Police:

"You should get access to the Lowe's cameras in the next week or so."

The same email included a presentation outlining Flock's goals for Prescott in 2024. One agenda item was:

"How to grow your Flock footprint in 2024 (Community engagement, businesses, HOAs)."

The presentation also describes how Flock works with HOAs and businesses, stating that privately owned Flock cameras can provide:

"Hotlist alerts from privately owned Flock Safety cameras directly to Law Enforcement."

Another section outlines three approaches other agencies have used to engage communities, including distributing information to HOAs, builders, and apartment managers, meeting with community leaders, and hosting webinars to encourage participation.

The same presentation notes that "Access to Lowe's cameras – in process," alongside plans to renew Prescott's original 16-camera ALPR system and explore FlockOS for a future Real-Time Crime Center.

These records show Flock discussing ways to expand its presence through businesses, HOAs, and other community partners while planning additional technology integration with the Prescott Police Department. The records reviewed do not explain the terms of any Lowe's participation or whether access was ultimately implemented.

All of the documents referenced in this post were obtained through the City of Prescott's public records process as part of an ongoing review of how the City's Flock Safety program was planned, expanded, and presented to the public.
