The UFC are no longer in the fight promoting business, and haven't been for some time. They're in the business of filling time slots and collecting fees from local governments to hold cards there.
UFC is slowly becoming One where they refuse to pay more than a few ranked fighters per card. Except it's not because they don't have the liquid funds to pay good fighters every card, it's because private equity dictates they pay as little as possible per event. Absolute slop.
