When Spain retook the Dominican Republic in 1861 and imposed its colonial rule, Dominican rebels fought back but were losing.

They had little money, few guns, and limited manpower. Spanish forces repeatedly defeated them. They survived because Haiti opened its doors.

Under President Fabre Geffrard, Haiti allowed Dominican rebels to enter and operate from its territory. He gave them shelter, weapons, money, food, and supplies. When they were defeated in a battle, Haiti was open. They could retreat, sleep, get medical care, reorganize, resupply, recruit, and return to fight. Haitian merchants traded with them to raise funds. Haiti also let them use its ports to trade with the United States and other countries for more money and supplies. Haitians themselves joined the fight. Haitian soldiers and border families known as rayanos crossed into the Dominican Republic and fought alongside the rebels.

Critics argued Haiti didn’t have to help. Haiti could have stayed out to avoid war with one of the world’s most powerful empires. They also noted Dominican leaders had asked Spain to annex the country in the first place, because they feared Haiti and wanted protection. Yet when Spain became an abusive occupier, Haiti helped remove Spain from the island.

But Haiti knew if Spain stayed next door, Spain would eventually turn on Haiti. Haiti stood for Black freedom and Black governance, everything Spain opposed.

By helping, Haiti became a target. Spanish commanders said the Dominican resistance was strong and coordinated because of Haiti, and Generals José de la Gándara y Navarro and Francisco Van-Halen wanted to invade Haiti to stop its support.

In July 1861, Spain sent six warships to Port-au-Prince to punish Haiti. They demanded 200,000 pesos, later lowered to about 25,000, roughly $1 million today, while Haiti was still struggling to pay France. Haiti paid and saluted the Spanish flag, but kept helping behind the scenes until Dominicans won.

Dominican writers and commentators such as Roberto Valenzuela in El Nacional argue that without Haitian support the Dominican Republic would not have won the War of Restoration against Spain.
