so her official design has always been turqoise but we used to see green associated with her more often (unbiased green miku truther)

also: green miku designs used to be a lot more popular in the community (likely influenced by the factors above). some examples would be cat food, secret police, and some of meisa's mikus (ie. sky fish). greyer/desaturated mikus were also popular & may be misremembered as green
