India’s #EthanolBlendingProgramme is a progressive national initiative and deserves our complete support. However, a modern fuel requires a modern ecosystem.
Instead of attributing every fuel quality concern to petrol pumps, it is time to strengthen the entire fuel value chain—from blending facilities and supply locations to transportation, storage infrastructure and retail operations.
Petroleum dealers today operate under stringent regulatory oversight through Automation, ATG, MDG, IQCM, OISD, PESO and Legal Metrology. Accountability should therefore be determined through scientific investigation, not presumption.
We have urged @PetroleumMin to consider:
✔️ Infrastructure modernisation for EBMS
✔️ Stronger supply-chain traceability
✔️ Batch-wise ethanol certification
✔️ Ethanol-compatible testing systems
✔️ Fair compensation where scientifically verified upstream failures cause dealer losses

Hotel owners are facing serious difficulties in procuring diesel for generator sets. With frequent power failures during the monsoon, generators are essential for guest safety and uninterrupted services.
Petrol pump operators are refusing to supply diesel in generator tanks/containers citing a recent Petroleum Ministry notification/GR.
We request the concerned authorities to kindly clarify the policy and permit genuine hotels to procure diesel for registered DG sets during power outages.

The recently notified Motor Spirit & HSD (Temporary Regulation of Supply through Retail Outlets) Order, 2026 reflects the Government’s commitment towards preventing diversion, hoarding and ensuring equitable availability of fuel across the country. The objective is appreciated and supported.
However, for effective and uniform implementation at the Retail Outlet level, certain practical clarifications would be extremely helpful:
• What are the exact specifications of a PESO-approved container?
• Will an official list of approved containers/manufacturers be circulated to dealers?
• How is a dispensing attendant expected to identify an approved container at the point of sale?
• Should customers be required to carry any PESO approval certificate, manufacturer’s approval number or supporting documentation?
• What action is expected if a container appears compliant but supporting documents are unavailable?
Further, the Order restricts HSD sales to a maximum of 200 litres per day per customer/vehicle.
Practical guidance may kindly be issued regarding:
• Whether the limit applies per vehicle, per customer, per transaction or per retail outlet.
• How dealers are expected to monitor cumulative purchases made from multiple outlets.
• Whether any centralized OMC-based software or monitoring mechanism will be provided.
• Treatment of genuine consumers such as farmers, DG set operators, telecom infrastructure providers, construction equipment operators and other essential service providers.
The Order also states that diesel procured under this provision shall not be resold and that OMCs and Retail Outlet Dealers shall ensure compliance.
In this regard, clarity would greatly assist the dealer fraternity on:
• The extent of dealer responsibility after lawful delivery of fuel.
• Documentation and records required to establish compliance.
• Measures expected from dealers to prevent future misuse by third parties.
• Standard operating procedures for field-level implementation.
Petroleum Dealers remain fully committed to implementing the Order in its true spirit and supporting the Government’s efforts to ensure uninterrupted fuel availability for genuine consumers. A detailed SOP and implementation guideline from MoPNG, OMCs, and PESO would enable smooth, transparent and uniform compliance across the nation.

While the Oil Marketing Companies (@IndianOilcl, @HPCL, @BPCLimited) continue to report quarterly profits and distribute dividends, thousands of petroleum dealers—particularly low-volume retail outlets—are facing a serious survival crisis.
The core issues need urgent attention:
• Dealer margins have failed to keep pace with inflation, rising wages, electricity costs, compliance expenses, digital payment charges and interest costs.
• Aggressive commissioning of new Retail Outlets without adequate trading-area assessment has fragmented volumes, pushing both existing and newly commissioned dealerships into unsustainable competition.
• OMCs appear focused on market-share expansion, but the financial viability of dealerships—the backbone of fuel retailing—is steadily deteriorating.
• Many dealers are being pushed towards Holiday Schemes, mounting debt and financial distress despite having invested substantial capital and years of effort.
The irony is striking: OMC profitability continues, while the dealer network that delivers fuel to consumers struggles to remain operational.
A dealership should not become financially unviable merely because volumes have been redistributed through unchecked network expansion.
The time has come for:
✔ Periodic and transparent dealer margin revision
✔ Scientific trading-area planning before new RO commissioning
✔ Viability protection for low-volume outlets
✔ Review of dealership sustainability across India
If corrective measures are not taken now, the sector may witness increasing dealership closures, distressed operations and erosion of confidence among entrepreneurs who partnered with OMCs in good faith.
Time to act before the damage becomes irreversible.
Fuel dealers across India have repeatedly stated that margins have not kept pace with increasing operating costs such as salaries, electricity, maintenance and compliance expenses.
Dealer associations have argued that margin revisions were not carried out regularly for years and that the resulting financial stress has affected thousands of fuel stations.
Even after the 2024 margin revision, several dealers described the increase as modest relative to actual operating costs.
Recent reports also indicate financial stress arising from changes in dealer credit arrangements and working-capital requirements.
OMC profit references
Indian Oil Corporation reported Q4 FY25 consolidated net profit of about ₹8,124 crore, up 58% year-on-year.
Bharat Petroleum Corporation Limited reported Q4 FY25 consolidated net profit of about ₹4,392 crore.
Hindustan Petroleum Corporation Limited reported strong profitability with Q4 FY26 standalone net profit of about ₹4,902 crore.

Fuel availability in Shri Ganganagar remains normal, and BPCL continues to ensure uninterrupted supplies of Petrol (MS) and Diesel (HSD) across the region.
From 1–27 May 2026, BPCL retail outlets in Shri Ganganagar District sold over 473 KL of Petrol, registering a growth of 19.3%, and over 1,397 KL of Diesel, registering a growth of 20.5%, reflecting sustained demand in the region.
There is no supply constraint from BPCL’s side, and active monitoring of stocks and logistics is being undertaken to maintain smooth fuel availability across all outlets.
Customers are advised to avoid panic buying and rely only on verified information, as BPCL remains committed to ensuring a steady and reliable fuel supply for the public.

With reference to reports regarding demands raised by the Rajasthan Petroleum Dealers Association (RPDA) and the proposed strike call, HPCL would like to clarify that the proposed strike has now been deferred by RPDA till June 15, 2026.
HPCL further clarifies that fuel supplies across Rajasthan continue to remain stable and uninterrupted. There are presently no supply constraints from any Oil Marketing Company (OMC), and Petrol (MS) and Diesel (HSD) supplies are being provided to dealers as per demand and prevailing market requirements.
Claims regarding forced branded fuel deliveries and restrictions on fuel supply to farmers in drums are incorrect and misleading. Fuel supplies are being maintained in coordination with local administration and applicable safety guidelines to ensure uninterrupted availability for genuine consumers, especially farmers during the ongoing agricultural season.
Dealer-wise sales, district stock positions, and terminal stock details are being regularly shared with the Government of Rajasthan through the State Level Coordinator (SLC) mechanism.
A meeting under the aegis of the Chief Secretary, Government of Rajasthan, was already held last week wherein OMCs clarified that supplies across the state remain normal and uninterrupted.
The matter regarding the proposed strike call has also been discussed with the Principal Secretary, Food & Civil Supplies, Rajasthan, and OMCs are jointly coordinating with the State Government to ensure seamless fuel availability and smooth operations across the state.
Customers are requested not to rely on rumours or speculative reports regarding fuel availability.
