This document describes the Jeju Uprising as a "Jeju Riot" and references the Martial Law Decree from the May 17 coup in 1980, followed by the Gwangju Democratic Uprising. This is an insult to the Korean people and to democracy. Both Jeju and Gwangju were apparent massacres.
